What does this PR do?

  1. This change will convert the previous issue template for the bug report to an issue form. The repository has been added to the Issue Forms Alpha.
  2. This will also make Bug description and Steps to reproduce fields required to submit a new issue.

@csweichel only by merging to the default branch. We can revert this if needed. WDYT? We can also skip it and leave the template as is. See also relevant docs.

I like the idea to use a form that enforces some more structure. Let's try this.
